JOB SUMMARY

Under the direct supervision of the Director of Tulare County Programs, the Youth Intervention Services Program Manager will manage and oversee gang prevention, intervention and outreach within schools, institutions, and community. The Program Manager will work with school staff and other Champions programs to provide integrated services and treatment for clients. The Program Manager will ensure proper and ethical documentation for all services, provide appropriate training and modeling for staff and interns, conduct staff meetings, establish partnerships throughout the community, and be familiar with the school districts’ Policies and Procedures. The Program Manager will coordinate all functions outlined in contracts for services, including program development, service delivery, staff supervision, staff training and development, resource development, and procurement of supplies and equipment, and community outreach.

ESSENTIAL DUTIES

  • Provides oversight of programs, contract requirements, output and outcome reporting, and staff.

  • Develop strategic program goals, objectives, action steps, outcomes, metrics, and tracking tools.

  • Create a system that links families to community health and social service resources, activities, and events.

  • Develop monthly reports summarizing all outreach activities provided at each school site.

  • Oversees appropriate record-keeping and ensures completion of all program's documentation.

  • Provide community outreach and supplemental services to students, families, and community.

  • Engage students, parents/families in meaningful ways and provide opportunity for expanded involvement.

  • Coordinate activities outside of school and campus to engage and connect students to pro-social outlets.

  • Participate in evening and weekend activities organized by the program.

  • Collaborate with school-based intervention teams, school administration, and law enforcement to refer students and families to program services.

  • Participate in collaborative workgroups and community meetings to identify community stakeholders and develop working relationships to advance the purposes and work of the program.

  • Provide mediation/conflict resolution services to clients in crisis.

  • Document daily activities for statistical database.

  • Conduct pre and post assessments.

  • Conduct individual and group counseling services.

  • Assist directors with new initiatives, projects, and resource development.

  • Oversee program compliance with contracts, state and federal regulations, and all reporting requirements.

  • Comply with all school and program policies and procedures.

  • Develops/ maintains an organizational culture that fosters staff professional development and provides adequate supervision and support.

  • Works in a confidential capacity.

  • Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to operations/services and company policy.

  • Make and recommend management and personnel decisions for, including promotion, transfer and assignment of staff, and imposition of discipline.

EDUCATION AND WORK EXPERIENCE REQUIREMENTS

  • Experience: Two years of leadership experience working with gang-impacted youth in the San Joaquin Valley and experience working with youth and families with a history of justice-involvement, mental illness, substance abuse, and homelessness. Proficient in program development and evaluation. Working knowledge of state and federal regulations relating to substance abuse treatment, including HIPAA and 42 CFR Part 2. Must possess knowledge and skills related to social service case management, supervising program service delivery, and outcome measurements.

  • Education: 1) bachelor's degree in social work, psychology, human services, or related field and 2 years of supervisory experience; or, 2) High school diploma and 4 years of experience leading youth development programs.

  • License or Certificate: Valid California Class C Driver’s License and clean driving record required (verified by DMV at hire and periodically). First Aid and CPR certifications obtained within 90 days of employment and maintain current thereafter.

  • Other: Criminal background and school clearance required. Must maintain clearance throughout your employment.

  • Minimum of five years working with gang-impacted youth and knowledge of gang culture.

  • Knowledge of juvenile justice system, youth development, quality youth intervention and treatment, and substance abuse treatment resources

  • Knowledge of community resources and neighborhoods and the ability to network and organize diverse grassroot stakeholders

  • Ability to work both independently and in a team

  • Minimum of two years of administrative management and supervisory experience in a community-based agency setting.

  • Experience with culturally diverse population.

  • Must have flexibility to work at least one evening per week and 1 weekend (Saturday or Sunday) per month, hours during scheduled client activities.

  • Must be on-call for nights and weekends to respond to crises in schools and community involving youth in the program.

  • Must be drug tested prior to hire and drug test results shall be negative for illegal drug use, including marijuana.

  • Must have TB clearance within 60 days prior to hire.

  • Must pass background check (Live Scan Fingerprint).

  • Must be able to drive (when needed) for business purposes to other program locations in Tulare County. If employee drives his/her personal automobile for UPAC business, employee must have valid California driver’s license and comprehensive automobile insurance coverage, as required by law.

  • Must have reliable transportation with own automobile insurance.

  • Must be willing to comply with various COVID prevention policies required by school districts, including vaccinations, face covering, etc.

  • Ability to understand and interpret information, follow instructions, and manage workflow.

  • Strong Interpersonal skills; ability to work effectively with people in a constructive manner within a community-based treatment setting.

  • Basic and routine computer keyboarding, programs and software and advanced office management practices and operating procedures.

  • Able to multi-task in a fast-paced environment, apply professional judgement in solving difficult issues, and to communicate in a clear, precise, and professional manner.

  • Bilingual (English and Spanish speaking) preferred.

ORGANIZATION RELATIONSHIPS/INTERACTIONS

  • Interfaces with all levels of management, staff, clients, residents, and families including community partners. Services involve travel to different communities and schools through the San Joaquin Valley for assessments, service provision, and crisis management.

PHYSICAL SKILLS AND ABILITIES

  • Ability to perform the essential job functions consistent safely and successfully with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.

  • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.

  • Prolonged periods of sitting at a desk and working on a computer.

  • Must be able to lift and carry up to 20 lbs.

  • Must be able to talk, listen and speak clearly on telephone and telehealth platforms.

WORKING CONDITIONS

  • Hours: The Youth Intervention Services Program Manager is expected to work Mondays to Fridays from 9:00 AM to 6:00 PM. This position will be on call if their staff are providing services before or after their regularly scheduled shifts.  In cases of emergency, the Program Manager may be asked to provide crisis intervention during nights, weekends, and holidays. The Program Manager will participate in community collaboratives and events, which may occur at night and on weekends or holidays. Required to attend all planned field trips.

  • Must drive their own vehicle between office, schools, and target communities. Champions will provide mileage reimbursement at the approved federal mileage rates.
