Guadalupe Capozzi

Guadalupe Capozzi is a native of the Central Valley who teaches Criminal Justice at West Hills Community College. She has over two decades of experience working in various aspects of the criminal justice system and over five years as an educator. She recently retired from a 25 year career in criminal justice. Ray Madrigal

Fred Wills

Treasurer | Board Member

Fred Willis was born in Hanford and graduated from Hanford High School. After high school, he enlisted in the army and served a tour of duty in Vietnam. He received his AA in Criminal Justice from College of Sequoias. He and his wife own Creative Cuts Barber Shop. He has been a member of multiple Boards and was awarded the Wanda Williams-Hinton Community Service Award. He became a minister in 2006 and was appointed the twenty first pastor of Howard Chapel in 2008. He has his wife have seven children.

Harold Reed

Board Member

Harold Reed was born in a little town in Oklahoma named Wewoka but his family eventually moved to Fresno California and then ended in Hanford California in 1947. He has resided in Hanford ever since, going on to study at Hanford High School, COS, and working at Pirelli for 34 years until his retirement. Harold has been on the Board of Home Garden Special Service District since 1986 and has been president multiple times throughout his service. In addition to being on the Board for Champions, Harold has also been on the School Fundraising Board, has coached Pop Warner Football for 16 years, and has volunteered as a fireman for the City of Hanford for 12 years.

Raymond Perez II

Raymond Perez II was born in Hanford and his family relocated to the Bay Area where he resided in the town of Santa Clara, CA until age 23.  Raymond decided to follow his family when they relocated back to Central Valley in 1977.  Ray has approximately 42 years of experience working in community corrections.  Ray began his working career in corrections when he joined the Tulare Co Probation Department in 1979 as a Group Supervisor at the Tulare Co. Juvenile Hall.  During the three years he worked at the Juvenile Hall he was assigned to the Juvenile Probation Work Program. Bio…
