Ray was born in Stockton CA and came to Lemoore in 1960 when his father was assigned help open the newly established Lemoore Naval Air Station.  Ray and his five siblings (four sisters and one brother) all attended Lemoore public schools.  His father Ray Madrigal Sr. was a charter member of the Lemoore Lions Club, and has a scholarship named in his honor that is presented annually by the Kings Lions Club to two Lemoore High School graduating seniors who have demonstrated a spirit of volunteerism in the community.

Ray had a thirty-year career with the California Highway Patrol and retired in 2010.  During his career in the CHP, he worked in various locations throughout the state and ended his career as the Area Commander for the CHP Ukiah Area office.  After retiring from the CHP, he worked in human resources in the Tulare County Health and Human Services Agency.   Following that experience, he worked for Adventist Health Central Valley Network as the Coordinator of Emergency Management Services.  In July 2021, he retired from Adventist Health and started his own private investigative firm, Madrigal Investigations, where he specializes in conducting law enforcement internal affairs, law enforcement background investigations, Title IX and general workplace investigations.  He is also an Adjunct Instructor at West Hills College Lemoore in the Administration of Justice program. 

Along the way, he also found time to serve the city of Lemoore on the city council from 2014 to 2018 and was the appointed Mayor from 2016 to 2018.  

He and his wife Tammi have been married for 36 years and have three children Lindsey, Matthew, and Jessica, one granddaughter Collins, who is the love of their lives and one grandbaby on the way due in September 2022.
