ABOUT THE COMPANY

Champions is a nonprofit organization that has served Kings County and the surrounding areas since 2000. Initially specializing in substance abuse treatment and recovery, Champions has grown to become one of the main providers for social and community-based programs within Kings County. Champions programs serve women, women with children, and men as well as those involved in the criminal justice system, homeless populations, cultural and ethnic minorities, and those with co-occurring disorders.

JOB SUMMARY

Under the direct supervision of the Director of Business Services, the Program Manager (PM) will be responsible for the oversight and development of the Champions division of the Kings County Whole Person Care (WPC) Pilot Program. This includes collaboration with a number of collaborating entities, including Kings County Behavioral Health, Human Services Agency, and Public Health; Kings County Sheriff Office and Probation; Adventist Health, Anthem Blue Cross, Kings View, and other community organizations in order to provide integrated services and treatment for clientele. The PM will assure effective day-to-day operations within Kings County WPC and will supervise all staff from the WPC Champions division. The PM will provide appropriate training and modeling for staff, including Housing Navigators, Job Developers, Case Managers, Peer Support Specialists, Office Assistants, and Life Skills Facilitators. They will also participate actively in the WPC Multi-Disciplinary Team (MDT), Care Plan Meetings, Implementation Team, and Local Area Committee Meetings.

The PM will conduct weekly caseload audits for program clientele and ensure appropriate and ethical documentation is maintained for all cases within the electronic health record system. They will oversee, evaluate and/or revise the care plans as needed for adults meeting the WPC criteria (i.e. persons with mental health, substance use, and/or physical health disorders). The WPC PM will ensure compliance with state and federal laws and regulations, in addition to the Policies & Procedures set-forth by Champions and the WPC program.

RESPONSIBILITIES AND DUTIES

  • Oversee and coordinate the allocation of designated resources, overview the record keeping and reporting functions, and ensure compliance with stated mission, goals, regulations, and guidelines.

  • Evaluate program operations and activities in terms of over-all effectiveness and compliance; implement improvements and modifications as necessary; and adjust overall goals and objectives in response to program directives and/or client needs in conjunction with the WPC Implementation Team, MDT and Local Advisory Committee.

  • Develop, coordinate, and participate in collaborative activities, programs, and projects to maximize available resources and responsiveness to clients; provide necessary and requested resources; act as team member/leader for assigned projects/opportunities.

  • Provides supervision for all Champions staff located at the WPC site. Identify staff training needs and ensure development and implementation of programs that address needs, participate in delivering training sessions to meet the needs of staff related to clinical/program needs.

  • Develop, implement, and manage systems and processes to maximize the effectiveness and responsiveness of the WPC Program; act as professional and managerial resource to program staff, project teams, and clients in a positive and supportive manner.

  • Collaborate with other work units, agencies and County partners to secure advice, resources, and technical services necessary to achieve WPC goals, objectives, and directives in accordance with mutually agreed upon time frames and in compliance with pertinent guidelines and regulations.

  • Participate in budget preparation and administration for the WPC program for Champions; preparing cost estimates/projections, submitting justifications for requested resources, and monitoring and controlling expenditures.

  • Perform screenings and complete individualized care plans as necessary. Coordinate care with assigned case management staff.

  • Participate in staff meetings, in order to address client needs, program issues, and assist in the integration of services for clientele.

  • Participate in applicable meetings, training, conferences, etc. as required both internally and externally.

  • Performs other duties as requested by the Executive Team and/or Executive Director.

QUALIFICATIONS AND SKILLS

  • Experience: Three years of increasingly responsible clinical and/or administrative experience in human services, behavioral health, substance use disorder, or related programs, including at least two years of supervisory responsibility; experience working with individuals with a history of mental illness and substance abuse; knowledge of co-occurring disorders and evidence based treatment approaches. Proficient in the area of program development and evaluation. Working knowledge state and federal regulations relating to mental health services and substance abuse treatment; preferably: HIPAA, 42 CFR Part 2, and Medi-Cal insurance. Must possess knowledge and skills related to social service case management, supervising program service delivery, and outcome measurements. Must have knowledge of Quality Improvement measurements, document analysis, alcohol and drug treatment regulations and applicable laws.

  • Education: 1) Master degree in Social Work, Marriage & Family Therapy, Public Health, or related field; or 2) Bachelor degree in social work, psychology, human services, or related field and 2 years of supervisory experience. Two (2) years of advanced education (60 units of college credit) in psychology, sociology, or a closely related field is preferred.

  • License or Certificate: Valid California Class C Driver’s License and clean driving record required (verified by DMV at hire and periodically). First Aid and CPR certifications obtained within 90 days of employment and maintain current thereafter.

  • Other: Criminal background clearance required.

PHYSICAL SKILLS AND ABILITIES

Must have the visual, physical and technical ability to independently operate a variety of office equipment including the use of a computer. Will also require bending, stooping, filing, lifting of at least 25 lbs. or more and able to interrupt physical altercations. Ability to verbally communicate well with others.
