JOB SUMMARY
Under the direct supervision of the Director of Treatment Services, the Program Manager will manage and oversee all of the functions for a residential substance use disorder (SUD) treatment, medical respite/recuperative care, and sober living/transitional housing programs for men. The Program Manager is responsible for the overall supervision and coordination for counselors and staff, programmatic oversight, facilitates direct services, and represents the agency at stakeholder meetings and presentations. The Program Manager will coordinate all functions to include supervision, program development, licensing and certification, training, and development of staff in all areas and will also be a part of outreach in development of community partnerships. Successful candidates must possess a SUD counselor certification, have experience providing supervision, and must have a background in Drug Medi-Cal (DMC) and Department of Health Care Services (DHCS) regulations and standards.
RESPONSIBILITIES AND DUTIES
Supervision and oversight of residential SUD treatment services, medical respite/recuperative care, and sober living/transitional housing programs.
Oversight of assessment procedures and outcomes and review of continuing stay justifications.
Review of ASAM-based assessments and oversight of the development of treatment authorization requests.
Work with Clinician and Medical Director to provide an evaluation of assessments and determination of appropriate modality of treatment.
Plan and conduct individual and group counseling sessions when needed; discusses and evaluates individual and family behavioral, social and psychological issues which affect treatment and progress; determines most effective treatment plans, implements plans and evaluates progress.
Assess and evaluate clients referred by law enforcement, probation and other agencies and develops plans for treatment; interviews clients, family and others to compile pre-assessment reports; monitor clients participation in individual and group counseling.
Review and approve treatment plans, treatment plan reviews, and justifications for continued treatment.
Oversee client files and documentation in SmartCare, ARMS, and paper files, including progress notes, discharge planning, and care coordination.
Supervise of group facilitation and compliance with evidence-based practices.
Implement, train, and supervise evidence-based practices.
Conduct training and supervision to ensure program fidelity to prescribed models of care and standardizing systems of care.
Coordinate with Medical Director and Director of Treatment Services to approve diagnoses, assessments, treatment plans, and extensions.
Submit monthly CalOMS, DATAR, grant, and other data and narrative reporting.
Oversee monthly service utilization, DMC billable units of service, and utilization of grant funded services.
Oversee compliance with all data entry requirements to include Electronic Health Records, County Information Systems, Federal Grant Data Systems, etc.
Complete and compliance with all DHCS and DMC licensing and certification regulations, standards, and guidelines. This includes preparing Corrective Action Plans when required.
Supervise, train, and develop program staff, including counselors, case managers, monitors, administrative assistants, etc.
Oversee compliance monitoring and participation in Utilization Reviews and Continuous Quality Improvement.
Maintaining client charts in compliance with licensing, grant, and contractual requirements.
Assist Director of Treatment Services in monitoring third party billing and all revenue generating activities.
Participate in team meetings; assist Director of Treatment Services with new initiatives and projects and in seeking funding sources; and assist in fulfilling reporting requirements.
Provide on-call supervision as needed in evening and weekend hours based on program needs and must be available to serve as emergency staff coverage in case of emergencies.
Work in a confidential capacity. Use independent judgment and discretion to make decisions affecting the program and staff as it relates to operations/services and company policy.
Make and recommend management and personnel decisions for, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.
Review and final approve progress notes utilizing EHR system.
Conduct internal audits for compliance in documentation.
Oversee sober living/transitional housing program, including working with Human Services Agency, WestCare STOP, and private pay clients to secure rental agreements, meet their basic needs and contractual services, provide limited case management services, and ensure the safety of the residents and facility.
Oversee STOP program and submitting all required STOP documentation within required timelines.
Oversee CalAIM Medical Respite/Recuperative Care Program submitting all required documentation within required timelines. Coordinate with Champions CalAIM Program for billing and compliance coordination.
Perform other duties as assigned.
QUALIFICATIONS AND SKILLS
Professional License (LMFT, LCSW, etc.) or associate registration with the California Bureau of Behavioral Sciences plus experience supervising counseling, case management, and support staff in SUD programs is desired; or
SUD Counseling Certification from a State of California Accredited Certifying Board (or be registered with the Board of Behavioral Sciences) is required with a minimum of 2 years of direct substance use disorder counseling experience.
Must maintain license, certification, or registration to provide certified SUD treatment services throughout the course of employment.
Must maintain clearance through the California Department of Corrections & Rehabilitation (CDCR) Must maintain license, certification, or registration to provide certified SUD treatment services throughout the course of employment.
Minimum of two (2) years of administrative management and supervisory experience in a community-based agency setting.
Two (2) years of advanced education (60 units of college credit) in psychology, sociology, or a closely related field is preferred.
Must complete American Society of Addiction Medicine (ASAM) training within 90 days of employment.
Must have valid California Class C Driver’s License; maintain a good safety record (verified by DMV at hire and periodically) and a reliable vehicle; proof of liability insurance if driving personal vehicle.
First Aid and CPR certifications obtain within 90 days of employment and maintain current thereafter.
Experience must be in the provision of case management services for persons living with mental illness.
Must possess knowledge and skills related to social service case management, supervising program service delivery, and outcome measurements.
Knowledge and experience of DMC eligibility criteria, Medi-Cal insurance, and Title 22 preferred.
Proven leadership skills, including the ability to motivate, inspire and influence others.
Experience with data collection, statistical analysis, and narrative report writing.
Must be knowledgeable about the DHCS and DMC regulations, standards, and guidelines, including the rules and regulations affecting the clients served.
Experience facilitating, training, and oversight of evidence-based treatment models.
Experience training and supervising cognitive behavioral therapy and other substance use disorder counseling methods, motivational interviewing, stages of change theory, and behavioral interventions.
Experience working with Criminal Justice, homeless, and at-risk populations.
Previous experience in staff supervision, quality assurance activities.
Bilingual (English and Spanish speaking) preferred.
Criminal background clearance required.
Recovering individuals must have a minimum two years clean, sober and abstinent to be considered for employment.

WORKING CONDITIONS

ANTICIPATED HOURS
The Program Manager is expected to work a minimum of 40 hours per week, typically Mondays to Fridays from 8:00 AM to 5:00 PM. This position will be on call as the residential program is providing services before and/or after their regularly scheduled shifts. In cases of emergency, the Program Manager may be asked to help cover at residential treatment programs. The Program Manager may also be asked to participate in community collaboratives and events, which may occur at nights and on weekends.
