JOB SUMMARY

Under the direct supervision of Champions’ Regional Director of Tulare County Programs, the Supervising Youth SUDC-II (Supervisor) will provide and oversee SUD treatment, prevention, and case management services to youth ages 13-18 years old. The Supervisor will be responsible for maintaining a caseload of clients, facilitating evidence-based curriculum in a group setting, providing case management, and conducting school and home visits as needed. Caseload responsibilities include completing intakes, ASAM assessments, treatment plans, discharge plans, case management, and referrals. This Supervisor will oversee a multi-disciplinary team consisting of registered and certified SUD counselors, a part-time clinician, and contractual clinical supervisor. Supervisor will consult on all cases with the Regional Director and will consult the clinical supervisor as needed.

RESPONSIBILITIES AND DUTIES

  • Supervise and oversee the provision of youth outpatient SUD treatment services.

  • Oversee client files and documentation in SmartCare, ARMS, and paper files, including progress notes, discharge planning, and care coordination.

  • Supervise of group facilitation and compliance with evidence-based practices.

  • Implement, train, and supervise evidence-based practices.

  • Conduct training and supervision to ensure program fidelity to prescribed models of care and standardizing systems of care.

  • Oversee compliance implementation and utilization of Electronic Health Records system and reporting requirements.

  • Make and recommend management and personnel decisions for, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.

  • Conduct internal audits for compliance in documentation.

  • Complete intakes and eligibilities for potential clientele and verify completeness and accuracy of documents.

  • Conduct intakes and assessments using the American Society for Addiction Medicine (ASAM) assessment.

  • Collaboratively develop and maintain individualized treatment plans with clients that are dictated by the ASAM assessment.

  • Facilitates SUD treatment psychoeducational groups.

  • Develop and provide discharge planning sessions with clients as treatment comes to closure.

  • Maintain a caseload of clientele and provide active and comprehensive case management services ensuring all area needs are attended to, including mental health, SUD, social, physical, family, financial, employment, etc.

  • Lead staff and multi-disciplinary team meetings, to address client needs, program issues, and assist in the integration of services for clientele.

  • Provide case management to link clients to various resources and coordinate services with other providers.

  • Refer clients to support services in the community when appropriate

  • Provide integration of all service divisions of the program, specifically acting as a bridge between disciplines such as mental health and Probation.

  • Determine appropriate services available through Champions programs and/or referral to other community agencies.

  • Work collaboratively with Champions staff and referring parties and service providers.

  • Develop and maintains cooperative work relationships with community agencies and partners, including client connections to outside agencies (i.e. court hearings, open CPS cases and requirements, etc.).

  • Serve as the main point of contact for Tulare County Probation and relay client needs to the appropriate channels.

  • Conduct substance testing of clients, as needed.

  • Conduct home visits with clients, as needed.

  • Provide client transportation, as needed.

  • Maintain program data entry and attendance tracking.

  • Ensure appropriate and comprehensive up-to-date documentation within an electronic health record (EHR) system and hardcopy filing system.

  • Participate in applicable meetings, trainings, conferences, etc. as required both internally and externally.

  • Remain culturally humble and respectful in all client and staff interactions.

  • Adhere to all client confidentiality requirements and standards, including updates of the shared Release of Information (ROI) to ensure that information is current and accurate.

  • Comfortable performing various projects in conjunction with day-to-day activities.

QUALIFICATIONS AND SKILLS

  • Professional License (LMFT, LCSW, etc.) or associate registration with the California Bureau of Behavioral Sciences plus experience supervising counseling, case management, and support staff in SUD programs is desired; or

  • SUD Counseling Certification from a State of California Accredited Certifying Board (or be registered with the Board of Behavioral Sciences) is required with a minimum of 2 years of direct substance use disorder counseling experience.

  • Must maintain license, certification, or registration to provide certified SUD treatment services throughout the course of employment.

  • Minimum of two (2) years of administrative management, supervisory, or leadership experience in a community-based agency setting.

  • Two (2) years of advanced education (60 units of college credit) in psychology, sociology, or a closely related field is preferred.

  • Must complete American Society of Addiction Medicine (ASAM) training within 90 days of employment.

  • Must have valid California Class C Driver’s License; maintain a good safety record (verified by DMV at hire and periodically) and a reliable vehicle; proof of comprehensive auto insurance if driving personal vehicle. Must be able to drive (when needed) their own vehicle for business purposes to other program locations in Kings and Tulare County.

  • Must be drug tested prior to hire, with drug test results negative for illegal drug use and marijuana.

  • Must pass background check (Live Scan Fingerprint - MANDATORY).

  • Must have TB clearance within 60 days prior to hire (MANDATORY).

  • First Aid and CPR certifications obtained within 30 days of employment and maintain current thereafter.

  • Ability to understand and interpret information, follow instructions, and manage workflow.

  • Basic knowledge and skills with computer keyboarding and computer programs. Advanced office management practices and operating procedures.

  • Able to multi-task in a fast-paced environment, apply professional judgement in solving difficult issues, and to communicate in a clear, precise, and professional manner. Strong Interpersonal skills: ability to work effectively with people in a constructive manner within a community-based treatment setting.

  • Must have flexibility to work weekend hours during scheduled client activities.

  • Applicant must submit appropriate background check clearance with Tulare County Probation and maintain clearance to provide in-custody services at the Tulare County Juvenile Detention Facility.

  • Must be free of probation or parole supervision.

  • Prefer: Bilingual in English and Spanish and able to conduct counseling sessions, assessments, and treatment planning in Spanish.

  • Experience with evidenced based practices for Substance Use Disorder treatment services, such as Cognitive Behavioral Therapy and Motivational Interviewing.

  • Experience with telehealth platforms and counseling practices is preferred.

PHYSICAL SKILLS AND ABILITIES

Must have the visual, physical, and technical ability to independently operate a variety of office equipment, including the use of a computer. Will also require bending, stooping, filing, lifting of at least 25 lbs. or more, and ability to interrupt physical altercations. Ability to verbally communicate well with others.

WORKING CONDITIONS

Interfaces with all levels of management, staff, clients, residents, and families including community partners.  Supervisor may be required to conduct outreach to homeless encampments, homeless shelters and transitional housing programs, and clients’ homes. Supervisor will be required to utilize personal vehicle for travel to Porterville office or Juvenile Detention Facility regularly and will receive mileage reimbursement at the federal mileage rate.

ANTICIPATED HOURS

Typical work week is 40 hours, Monday to Friday from 9AM to 6PM. Supervisor will be required to work approximately one Saturday morning or afternoon per month and one weekday until 7PM each week. Supervisor may be required to work evenings and weekends to represent Champions at community events.
